can no longer play game due to CPU clock speed, any solution?

after upgrading to windows 10 for some reason my computer constantly locks up anywhere, you name it, in bios, trying to reformat, in safe mode, anything. this is SOLVED by going back to my original clock speed as i have had zero issues in 3 days so i assume the problem is windows 10. it should be noted i have the exact same processor as this guy in the first link.

as such i can no longer play the game since i can no longer underclock my cpu to 4.2 GHz, so a 1017 error is forever on the screen when i try to login to blue server. also worth mentioning is that logging onto any other server results in the game being ultra fast, with me being able to cross zones in like 3 seconds, which was remedied when i dropped my processor down to 4.2 GHz
