All I can tell ya is what I found out Thick Grizzly Skins weren't introduced til after Luclin was released and therefore shouldn't be on the server. But also before there was Thick Grizzly skins there was just regular Grizzly Bear Skins and during the patch in May 2002 regular skins were converted to thick skins. So did the vials use regular skins before they changed it?

EDIT- I found something on in the archive from EQtraders that lists every skin that drops in Classic, Kunark, and Velious and Thick Grizzly Bear Skins aren't on it. Sure its from a 2002 link but before the May 2002 tradeskill patch when the Thick Skins were introduced. But it even shows just the Regular Grizzly Bear Skins and actually mentions the RV quest and that they are used for the potion bag and poison vials. I believe when the thick skins were introduced the old grizzly bear skins were converted to thick skins and the potion bag and the vials were made to use those instead and later a new Grizzly Bear Skin was introduced so the RV quest could be completed again.

So if this is true the current drop rate for Thick Grizzly Bear Skins should be the new drop rate for Grizzly Bear Skins and the Thick Grizzly Bear skins should be removed.
