I found the issue. Mammoth was on the correct faction, but all other animals were not.

1) Moved all Surefall Glade animals to QRGProtectedAnimals and adjusted their faction hits accordingly.

2) I also updated all quests impacting this faction so the faction rewards will be higher than what they were before.
