NPC Spawn Issue: Bilge falthom pkt drop rate too high.

The problem really aint the % drop chance.
The problem is the spawn rate, like posted by others before.

1. Many rare spawns have a much higher spawn rate on emu servers in general than on live.
2. Some drops are almost regular drops on eg a weekly base in Hate .. (Mage Fire staff) wich has never been confirmed to drop on live... ever !!
3. Quillmane... Is hillarious easy to get to spawn. You still have to kill him usually 5-10 times to get a cloak, but on a day in SK, I would guess he usually shows at least 10 times. On live you should be lucky to see him once a day, and yes. People knew the spawn cycle for him back on vanila too, and were running it very often.
