However there are patrolling guards that can agro from outside. What I did as DE SK is hired a newbie to hail-stun all patrolling guards at the docks while I was turning in 10 bags of polar skins [You must be logged in to view images. Log in or Register.]

Also this isnt a bad idea. Didnt know this would work. But yea the guy I needed to turn things into would attack, so guess he isnt a merchant :P

I remember on live getting wolf form on my druid and some newbies at the starting gate wanted to be wolves too. So I cast it on them and the guards instantly killed them. Oops!
