I live pretty far from the p1999 server (China), so there's a lot of variability in my connection quality to the server (ping time and packet loss). I've noticed significant differences in zoning time depending on how good the connection is that particular day.
Therefore, I'd also suggest that your connection quality plays a factor here. Running the game in RAMdisk (or at least SSD) will help for certain, but I think you also need to obtain the best possible network connection between you and the server too.
