That just sounds super messy. I agree that launching with just Classic kind of sucks, but if it was only for a month it wouldn't be so bad. Would have the side benefit of keeping PvP more concentrated and making the server feel more alive with a smaller pop as well.
I say a minimum of 3 months, a maximum of 6.

Yeah Delayed Iksars would be Good... I still think they should be split up.. so you still have them split up as per my previous post so that there are massive piles of dead iksars and if the other members of the team can be safe and bind in their respective zones Cabalis would be PVP central... because olot of players would find it handy to bind there... so you will see players zone hopping to tag other players that think they are safe...

Also it would mean that neither team would have Kunark on EZ mode...

Whoever gets iksars and the whole kunark continent with them from start, is gonna win.

Only solution of course is to delay kunark. Lets say 1 month minimum.

The only way to literally split it into regions would be unbalanced:

Westside (human team):

Paineel
Erudin
Qeynos
Surefall Glade
Halas
Rivervale

Central (evil team)

Neriak
Freeport
Grobb
Oggok
Cabilis (eventually)

Eastside (elf/shortie team):

Kaladim
Kelethin
Felwithe
Ak'anon

Obviously, the Eastside gets screwed here. Short answer, no, there is no way to do balanced regional teams. To make this work you would have to put Rivervale on the elf/short team, thus breaking up regional continuity. This would give Eastside proximity to Highkeep, which is a major bonus.

I would further move Paineel to the evil team for obvious reasons and either make Freeport a contested/wild card city or give it to the human team. This could work, but it would require the introduction of the dwarf shaman. It would ruin my immersion, but I think it has to be done.

So, regional three teams:

West:

Erudin
Qeynos
Surefall Glade
Halas
Freeport

Central:

Neriak
Paineel
Grobb
Oggok
Cabilis

East:

Rivervale
Kaladim
Kelethin
Felwithe
Ak'anon

Each team has one city outside its main cluster (Paineel for central, Freeport for West, Rivervale for East). The only thing you would have to do for class availability would be to add trainers and spell vendors to Neriak and Kaladim for dark elf bards and dwarf shaman. This actually works pretty well for me.

EDIT: This actually makes it sort of like original Race War should have been. Elves, from a class balance standpoint, should have never been their own team. But combining the elf and shortie teams and reducing it to three racial/regional teams instead of the four of the original race war, it makes it a lot more balanced (assuming you figure out how to give bards and monks to the evil team and shaman to the elf/shortie team). I'm liking this more and more.

What I saw (without reading) was crips vs bloods. A third team would be a hispanic gang (LK, etc.), by nature you don't see where these come from until it's too late.

My suggestion is have a basic crips/bloods setup and a secret quest to sell your soul to a new overlord to create a third faction. The only problem is something has to fuel the wars. In this case it's all pixels. By increasing rare spawn rates and item drop rates you'll likely drive players to the zones to farm an item for the 10th time due to PvP.
