First of all, grats on pulling that directly from http://ptbc.ca.gov/laws/laws_regs.shtml. That is a site that is discussing laws and regulations related to the Physical Therapy Board of Canada, something I will fully admit, I know little to nothing about. It also basically says exactly what I said. Laws come from Bills, (you may remember those things called Bills from this video as a kid: http://www.youtube.com/watch?v=L3KHBczTYxA) which originate from the Legislative branch. Oh fuck it, I'll just take it straight from wikipedia:

Ultimately if they're passed they get sent to the Governor General who is the Queen's representative in Canada for Royal Assent (basically like how the U.S. President signs bills into law), and it's give 99.999999% of the time and basically 100% of the time in the Modern Era.
