People who don't raid are also getting punished?

This just seems a bit silly to me if I understand correctly. As a new player this makes it seem like the whole server caters to raiders. Maybe some clarification would help [You must be logged in to view images. Log in or Register.]

if you are not currently raiding, the odds of you being affected by... "no raiding" for a while are probably pretty slim?

Raid zones may be as of tomorrow if no raiding agreement is met.
