We have a LNS/PNP system in place now that is GM enforced. I think they've been pretty heavy handed so far, but that is because they are trying to really make sure people take it seriously. Eventually this will lead in change in behavior. It will just become second nature after awhile and that will carry over to a T99 server if the PNP policy is enabled there.
This depends on 1 factor, which is a constant issue, population. Without population. You will have 1 team with 50 people and 2 teams with 15 on at raid time. And there will be less "PvP".

With Xteaming, Teams might balance around player preference, and there will be 3 guild leaders instead of 1 guild leader calling the shot on who gets 2 raid with the 3 guild zerg. More players, means more pvp, no there won't be underdog guilds raiding. But there aren't anyway. Unless it's like 1 target in huge velious repop. On a Xteaming server you will have a few underdogs and teams contesting spawns like Lodi, Manastone, fungi. Vs 1 guild dominating a zone they want.

I can't rephrase it more simply.
