I'm still just trying to figure out why the Staff proposal hasnt been approved. GM's stated that Tier 1 guilds = 1 vote, Staff = 1 vote and Tier2 = 1 vote. Tier 2 agrees with staff plan so that should make it 2 for and 1 against.
