I put all my stats in cha/int, i think sta is not worth it. You rather have a few slots where you dont need anymore cha/int items because you have it maxed without them, and replace them with +hp gear the sta=hp rate for enchs is very low.
Im grouping all the time and really dont die a lot, i keep my selfbuffs up all the time and always demand cleric or druid buffs and watch my buffs all the time. I dont think more sta would make much off a difference.

Sta is a waste, even if you're considering the long term in velious, that extra sta will only get you maybe 20-30hp, and the road to get there will be a lot harder as a result of not having int / cha that you could have had.
From another perspective, cha gear is probably a damn sight cheaper than int gear (oppalline earrings -50p each, 7cha wrists - 30p each, 7cha rings - 100p, 9cha neck 150p, crude stein - 50p, drake hide leggings - 100p) So for the thrifty ench, put your points in ench and buy cha gear for fairly cheap. And erudite with max points in int will be at 140int or so... so might be worth it looking at that way. As a dark elf ench, i went max points in cha, and rest in int or sta... i forget which. Hide is nice, but not reliable enough to be a necessity. Most of the time i'll still mem invis to break charm. As far as gearing up goes, i have hp gear set for every day / raid use. Cha gear set for charming, and int gear set for tradeskilling. Downside of this is not much space left in my bags.

The calculations for charisma are a bit baffling on this server. It seems to work differently on lower level spells than it does with Allure. Best I can tell you is that at level 50 I am only called on to charm in certain situations during a raid and I have a set of gear specifically for those occasions to put my charisma around 240+. At all other times I'm either using resist gear, HP gear, or a combination of the 2. I put zero points into charisma when I rolled my enchanter.

base int / cha for races
Dark elf = 109 / 70 Erudite = 117 / 80 High elf = 102 / 90 So putting all my points in cha got me 109int / 100cha. Stamina is such a waste i'd argue strength over it. It'll be more useful to you.

Cha affects charm duration, as well as whether or not paci will aggro mobs on a resisted cast. That's it as far as i always believed.

To be fair, you can cap out char or int with pre Kunark gear, more so post Kunark and laughably so in Velious.
Not that it matters much cause 20 extra int or stam or charisma wont break your toon nor will it make it if you play like a moron. So put your points where you see fit. but for gods sake talk with other high level enchanters if you are unsure on how a certain ability works or not sure how it works on p1999. TLDR stats dont matter much if you play like a moron.
