Anyone have a problem with pixels outlining your character?

Maybe its just certain zones..I came in from East Commons, which was flawless.

West Freeport-flawless.

East Freeport:

East Freeport Yard:

and I noticed this yesterday, but when I got out to NRO:

Very weird, it does it a little in GFay as well, but more like what I was talking about, about the glitchy outline around the weapons and mobs.
