Decent cleric wep - mid teens?

I tried to help my friend get this weapon and we both gave up after he spent a good 4 hours in the qeynos aquaduct trying to get the item for the thunder staff. He decided it would be faster to just group and forget about the weapon than to try and get it from the quest. He's already level 18 now so I guess he was right.
