There's up to 1300 players on the blue server that has the very same experience gain at 50+ and actually less at 1-49.

So that inferior exp isn't keeping people from playing on blue, why is the lack of an even larger bonus than already in place keeping people from playing on red?

because pvp doesn't happen on blue and you have no idea how it impacts the leveling process on red.

PVP not happening on blue is the reason people play on blue? That is news to me.
