theres a seahorse belt or something.. also there is a haste item that drops in the ocean zone from some pirate.
i have no idea if these actually drop in-game but i saw someone link the seahorse belt just the other day.

seahorse belt drops, but its less haste than FBSS and a pain to farm (lvl 50 cleric seahorses and a bad pull puts like 6 of them on your butt).
