Make sure that Everquest isn't installed in your Program Files folder. What happens is that Windows takes ownership of the ini files and won't allow you to permanently make changes to them. To solve this issue re-install in the root of your drive (C:\Games\Everquest for example) and run eqgame.exe (the launcher basically) with administrator privileges.
