Should be changed. Necros were slightly more annoying than other classes because of stuff like this. Bug report.
But really... you're making a big deal out of something pretty minor. You resisted pyro once, at 208 fr? Not really gamebreaking. Do some testing. How many times per 100 casts do you resist, at various resist levels? Maybe those findings would be worth an RnF thread but I doubt it.
