Is there a general definition somewhere or can one be created so it becomes apparent what is a raid dispute and what is a player dispute?
Actually even just defining what a raid is would be helpful.

From Additional Raid Rules FAQ in Raid Discussion forum [You must be logged in to view images. Log in or Register.] :
Quote:
Q: What is considered a "raid" on Project 1999?
A: A raid is any group of players looking to engage a raid target OR any force consisting of more than one group united in a common goal. This means that three people can be considered a raid if they intend to kill Dracoliche, or 20 people clearing fear trash. Most epic NPC's are not strictly considered "raid" mobs. The exception to this is Ragefire, which is considered a 'raid target' for the purposes of qualifying a group as a raid only. For all other intents and purposes, Ragefire is treated like an Epic NPC (IE, camp/poopsock rules do not apply). Please keep in mind that because of the need to clear to a raid target as per our new raid policy, trains enacted on players in the way of your raid are considered raid disputes and action could be taken against your guild as a whole, even though the victims are not part of a raid. It is in your best interest to be very careful when racing for a target.

Raid dispute = raid target, player dispute = everything else. There are some exceptions to this, but that's a good guideline to follow.

Yeah...I can see how the exceptions and your quote just below can cause to confusing issues like the issue we had this week.

One guild thinks it's a raid dispute and the other doesn't.

However, maybe people should just stop acting like morans (spelling for you, Jeremy) and stop intentionally training. This would give you guys less headaches.

Can you guys go shit up another thread? There's plenty of other places to argue in RnF.

Thanks for being understanding. We would have preferred to wrap up that train the day we found out about it and treating is as a non-raid dispute, but BDA wanted to pursue the issue as a raid dispute and we wanted to respect that. We really, really (seriously, desperately) want you guys to start working out all disputes on your own. It takes a huge burden off our shoulders and allows us to spend more time on the majority of the player-base and their problems. The ~340 petition threads in the petition forum shows just how much attention is required by the CSR staff on a day-to-day basis.

As we continue to work out the growing pains of this system, we hope guilds will be able to cooperate and negotiate more efficiently and effectively. What we really want is for everyone to work together to have fun, regardless of class. This will make our lives easier and let everyone enjoy the game more, while allowing everyone to feel as though they are part of a community that they themselves rule over.

We know it's going to take a little while to get adjusted, but once that happens we hope the entire server can run more smoothly, with less drama and tension, and more fun.
You want one thing but just rewarded people for doing the opposite. Expect more work your self

Do you think humanity could survive without conflict in our current state?

Is this a game related question?
