Server will never see variance, and you will be lucky to see more sim repops on a frequent basis(unless I missed a post somewhere saying they were coming back regularly). Don't know if variance would honestly help the server or hurt it. Obviously it would put Nihi in the hot spot to have their neckbearders on constantly looking then the weekend warriors log on for a kill if they can even make it to the raid if there is pvp over the boss. If they lost the mobs due to variance they would stop playing anything but VP until velious probably and the occasional snipe of epic drop mobs if they could not get everything. epicz n fungi's for velious!
