I used to have an issue with a random mixture of zones not being available after each patch. Every time the server resets the port a zone would use switches to another port on the list and there was always a that one zone that wouldn't work. My advice is to petition in game for the character to be moved out of that zone. You can also try to tether on your phone to see if your ISP is causing that problem.
