Usually people are using global OOC when they are looking for more, which makes it very easy to get in. I even play at off-peak hours and I regularly can find groups.
Levels 1-20 are the least populated, so those are the probably harder for finding groups.
Once you hit mid-twenties or so, then you start grouping with the same folks and get tells the minute you log on telling you where they are grouping that night.
And like I said before, no min-maxers so hybrids or zones with low ZEM are not really shunned because group bonus xp is so good.
