Buff Bars / DuxaUI with Buff Bars

This isn't quite the same, but someone out there made a log watcher HUD application that watched your log files for when you cast a spell, added some sort of icon to the HUD, waited the appropriate amount of time for them to expire, and then removed the icon from the HUD. Effectively this was like a buff bar, even though it technically wasn't part of the EQ UI.

If you search the forums for "HUD" you should be able to find it.
