My guess would be that your question is too difficult to answer and therefore never has been answered. The reason being a multitude of things, namely content not being ready like you said. From what I hear, it sounds like Hate and Sol Ro will be released together. Perhaps not all the Sol Ro quests are finished. It's been said that when Sol Ro comes out, jboots will be changed to a quest, manastones, guise, etc. will be removed or changed. Perhaps the jboots quest version isn't ready yet.

These are all crazy scenarios I made up in my head. Hopefully they are wrong and a dev will correct me.
