Couple of suggestions for you for entry level gear in those slots:
Cloak - Kunzar Cloak (7ac 2int 2wis 10FR)
Arms - Gatorscale Sleeves (6ac 4int 15hp)
Shoulders - Embroidered Black Cape (15hp 20mana)
Belt - Lizardscale Belt (2ac 10hp 10mana)
You won't be able to get cha in those slots easily and HP/Mana is definitely the way to go.

Good advice here.
You can get a lot of CHA from other slots with items like Crude Stein, Rod of Insidious Glamour, Incandescent Mask, Siryn Hair Hood, etc.
Some other ideas for mana items in those slots:
Back = Mystic Cloak (no drop quest item, start it once you hit Unrest (Priest of Najena))
Waist = Giant Reminder's String or Braided Cinch Cord
