Gfay, Cruchbone, Unrest and Mistmoore is packed and to be honest most of the time there is a shortage of mobs. Try rolling something on Faydwer and you'll be surrounded by like minded people.

Higher up is CoM, KC, and Seb. So if you follow that route there will pretty much be groups there all the time. And Add Oasis of Marr, not far from EC Tunnel to get buffs, on there also from like level 12 to 21 and even higher if you do the Specs on the Island and Sand Giants.
