Because all post-sleeper evidence I've found is Luclin era on account of so few guilds waking him during Velious.

My guild woke the Sleeper during Velious before Luclin's release. The 'Warders' do not spawn again after the sleeper is woken - ever. They were replaced by the 'Ancients' during the revamp of ST which took place in late 2002 (late Luclin, not too long before PoP's release). a lvl 65 with AA's and Luclin/PoP gear is dramatically more powerful than velious lvl 60s even if they had best in slot gear.
