Iksar banking / selling in Highkeep?

Iksar start out as KoS in Highpass, if you have sneak it personally took me about 15 to 20 gnoll scalps (and the faction from killing the gnolls to get them) to become dubious and able to bank in Highkeep without issue. Granted I plan on wrecking that faction once I'm high enough to exp on the guards but for now it's convenient.

Also, Iksar can bank in the Qeynos sewers without having to do any faction work. They start as dubious to the Bloodsabers as well as the Freeport evil area which I think falls under the Opal Darkbrier and Burning Rage factions. Unfortunately there is no bank in the Freeport sewers.
