Buying spells from the brownie Merchant

Ok, just how do you do this?
minor illusion should make you indiff in this era but it doesn't. so what gives? level 11/12 FYI so level 8 alliance still has the guards ready to attack you and merchants say piss off.

Apply the faction mod spell to the brownie farmer just inside from the guards, he's incredibly low level...then put your half elf illusion on [You must be logged in to view images. Log in or Register.]
