Are IP exemptions tied to the account or the IP?

My old roommate and I had an exemption for when we lived together two years ago, but have since both moved. If we got together for a LAN, would our exemption still be there? I'm assuming it's tied to our accounts and had nothing to do with the IP at our old house.
