36% haste is really good. Especially for lower level toons with their lower dual wield skills.
Even with capped dw skill at higher levels; you gotta remember that the large majority of your dps output is coming from your primary hand. Yeah your offhand ratio will suck but it will make your primary 36% better than no haste and a 15% bump over fbss.
