This quest rewards a player who does the turn-ins with what appears to be a hybrid Spell/Clickie item.

Of course the Enchanter would just memorize it, but can other classes use this as a single-cast Illusion:Iksar?

No. The description on the spell scroll is a carry over from Allakhazam's entries, all the spell scrolls on live have charges: 1 to exhaust the scroll when you scribe it.
