Red is following the exact pattern Blue is, staying at between 15-20% of its population.

Nothing besides everquest being everquest is keeping both servers low now.

I'd bet if empire closed recruitment and some people started trying legitimately to be a second option and contest that the server would see an increase in players. Unfortunately this servers community has it out pretty hard to kill itself.
