It's not only legal, but the mechanics are designed to allow it so. If you remember back to the old FV (RP) server on live, the mechanic there didn't allow for higher level characters to farm lower level mobs, they would get no loot drops over a certain range. I actually like that, but the way it is here is just the way it is/was. It's classic, Bro! As classic as Han never giving Greedo a shot. Ah yes, good old Trivial Loot Code. Nothing like going "Hey -random guild member about to afk for the night- can I make a tiny raid with you so I can bypass TLC?"

Trivial Loot Code - Doing nothing but annoying solo farmers into raids. Ahh...
