Ranger Disciplines?

I just made lvl 51 and went to use my Discipline "resistant".

I've tried /Disc resistant. Nothing I've tried Alt+C, S and made the hotkey for it. Nothing. No "X minute to re-use" message, nada.

A friend of mine also cannot get resistant to work nor weaponshield but his Fearless and Trueshot works fine.

Is there some known issue with this?
