And how would you propose adding these mobs that drop this gear? With the current skill sets? With the current gear sets? With our current levels? With the effects and stats they have?

Not even remotely viable to add this.

We defeat level 70 mobs currently with far more hps, and more single target damage, that have aoe's.

Entirely doable, and if they want to make the content group friendly they could modify both the states of the mob and of the drops or create entirely new ones. Maybe make fabled a regular but very rare spawn and not locked to a certain time frame.
