i am wanting to know if you need truespirit faction max or close to, to turn in tear from fear. or if i could turn it in with out factioning? and he would still drop scale .

To answer your question, you do need faction to do the hand in (BDA does MQs all the time, person looting tear needs faction) - I'm not positive how much but since it's one of the last steps it's probably Ally so may as well max it out on your warrior too.
