This is opinion based, so I will not argue that you think it is hard. However, it has been my experience on red that it is VERY easy to get a VP key right now. (on red)

Did you have all the mobs harmonied first? Because you truly can.

If not, of course sneak wont work with 10 mobs looking straight at you, but if you use your brain you can use the quest.

No mobs aggro'd while I was sneak turning in at any point, it was a successful sneak. He just wouldn't accept the 4 braids.. So I dunno maybe this was nerfed at some point.
