This page actually supports that there are two different factions. For killing npcs, it will lower Kerra. The npcs should be on 'Kerra' faction. Completing the quests raise or lower "KerraIsle". Admittedly I didn't do a lot of research on this, and I'm willing to fix it with more evidence.
