Having this issue as well (243 alcohol tolerance). The same effect seems to occur when logging, and happens even if the effects have already expired. For example, before logging off last night, i consumed about 30 dwarven ales. After 5 or 6 minutes, the effects were all gone and I was back to my normal wisdom score, and I logged off. Logged back on this morning completely trashed with -110 wisdom and tunnel vision.
Seems like the game is keeping separate tallies for # of alcohol consumed and treating it as though you have zero alcohol tolerance for determining effects upon loading.
