If you want to min/max I think Kael armor for SK's is technically "stronger" vs the Skyshrine set:

Kael SK Armor:
235 AC, 39 STR, 25 DEX, 11 STA, 32 INT, 8 AGI, 150 HP, 120 MANA, 3 FR, 6 DR, 4 CR, 17 MR, 3 PR

Skyshrine SK Armor:
206 AC, 36 STR, 25 DEX, 32 STA, 28 INT, 12 AGI, 230 HP, 190 MANA, 7 FR, 8 DR, 8 CR, 38 MR, 8 PR

However, it ultimately comes down to your choice in which faction you want to grind. There's more AC to be had with Kael, but the Skyshrine set gives more HP which could arguably be more useful?

They're both better than Thurg armor so...:
155 AC, 31 STR, 12 STA, 11 DEX, 1 AGI, 29 INT, 155 HP, 95 MANA, 13MR, 4CR, 4FR, 4PR, 1DR

*Addition: I used the stat metrics for SK since they're close to warrior excepting the need for Mana/INT. I'm not sure of the stats on the Warrior quested Velious armor but all the stats listed here were ctrl+v from the Wiki.
