Yes, there is such a thing as a "transient ischemic attack" (TIA) which doesn't cause permanent disability... but if he had a true stroke and they are not yet certain whether or not it affected the long-term use of his limbs, then there is no way they can say he hasn't suffered brain damage. Also, if he's on a ventilator (especially after 11 days!) then it's definitely not a TIA. They usually only last a few minutes.

As an aside, although a stroke is possible at any age, for someone his age I'd be highly suspicious of cocaine being a culprit.

Cocaine abuse can cause strokes (1, 2). The relative likelihood of developing a stroke in cocaine users may be as much as 14 times greater than that in age-matched non-cocaine-using comparison subjects recruited from the same patient pool (3). Between 25% and 60% of cocaine-induced strokes can be attributed to cerebral ischemia (4–6). About 80% of the infarcts occur in the regional distribution of the middle cerebral artery (7), typically in young adults without preexisting vascular malformations (6)

I'm sad to see anyone die...but I hope the cause of his death is actually discussed and the right people learn from it.
