Why are dwarves the only race with a FOURTH tier of cultural tradeskills?

Dark Elves and High Elves also have recipes that are Enchanted AND Imbued. Other races seem to have some combination of the four tiers you mention. Dwarfs seem to be the only race with all four options, likely for lore reasons.
