This is unquestionably the rule despite common day tracking methods. No player may achieve a legitimate FTE on any mob without starting at the designated starting line. Beneficial or harmful to their interests, any FTE achieved in this way is disqualified and MUST be conceded.
What we do not know from this description is whether or not Eashan was up before the racers left the line. That's the most relevant piece of data and it is missing from your description.

There is a policy in place that when multiple mobs are up, you call which mob you are going for so that if you get FTE from the other, it will not lock you in and you can continue for the chosen mob. This policy has been in place for some time and is observed by all guilds which directly avoids these situations.

Can you please show me where this is documented as being a policy? It's little "rules" like this that are NOT mentioned in the
Project 1999 Raid Rules (updated 4/5/2016) that makes it very difficult for new players to enter, understand, and feel comfortable in the P99 raid scene, especially if being held accountable for "rules" that aren't on the go-to for understanding server rules.
