First on gear:
The wiki here is great, go to the main site hit the wiki button on the left and just navigate to equipment -> by class -> slot then sort on stat. No it isn't a tailor made list of items for you just for a newb enc but it will bring up more options than a list you might find somewhere will (for instance there is a no drop ring from rivervale guards with +5 cha, pick one up from the corpses that are usually there). Also before you go burning all your plat on a cha focused set of armor you might want to level up to the point where you can charm and see how you like it as a play style. Your charms will break on average slightly sooner with low cha at that level than with high cha but you'll have a tough time telling the difference since charm is so finicky (I have a 39 enc with 197 cha and it is STILL finicky as hell). You'll find that the mob's level and their innate magic resist will be much more important than your cha (it's why you will see some of the guides advising carrying around gear with minus svMagic gear for your charmed pets).
Don't overlook mana/hp gear to start, it will make a much bigger difference than cha/int to start with anyhow. Find a mana calculator to see how long that +3 int will take to get you 15 or 30 mana, and your charm might last longer on average but when it breaks and beats you to 0 hp... you are still dead. As you start to level up higher you can adjust things out as you go but hp/mana gear is widely overlooked for new characters and should be considered, especially since some of it is fairly cheap.
Second on race:
If you want to min max you have two choices, erudite and high elf. Erudite has a 5 point edge on high elf in total cha/int but starts with 10 less cha and I think agi. High elf is the best cha to start with but a bit weak on int (compared to some of the others). I would suggest looking over some enc guides though first, there are some racial benefits that might fit your play style better (like hide for DE or maybe tinkering for gnome). Also if you have any preference in race without stats in mind just go with that, this game is for fun and min/max can take away from that.
If go with gnome or DE you probably should dump a full 25 into cha because they just start real low and you may want it later on. Other than that consider 95ish probably fine (since that is as high as gnomes or DE's can get anyhow to start) and go with what seems best to you with the rest. If you are going to be totally charm focused then by all means dump 25 points into a high elf but if charm doesn't seem like your style those points might be better spent elsewhere. And if you are at 95 or so already with cha you won't be any worse off than any gnome or dark elf and there are plenty of successful gnomes and dark elves.
