The people that are turned away from this server from others breaking rules have already left. Then after you chase away the sane people GMs come in and fuck with the people that stick it out. It is best if GMs stick around from the beginning and police the server correctly without interruption or just leave the server alone completely outside of minimal service /petitions.

With all the strict rules this small server has a GM can probably go into any zone with 10+ people in it and find a reason to ban someone. Boxing, training, dispelling mobs, PnP and now I guess making fun of people is even bannable.

How is difficult to avoid doing ANY of those things?

As for new players, you should have a chat with Sanctuary. New blood is coming in steadily. The only reason I've seen it leave was because of toxicity.
