The server is not responding

Hello, this message is primarily to the devs if they are reading this. I have never had any problems connecting to project 1999 through my home network since I've started on this server since 2009. Within the past 2-3 weeks, I started to get an error message after trying to enter the world after character select saying "The Server is not responding."

I've searched as thoroughly as possible and tried all of the suggestions I've found, from port forwarding to disabling antivirus / firewalls, to moving my EQ folder to my root C: directory, etc. I don't claim to be the most knowledgeable person, but I do have a degree in networking and I can't figure this out.

When doing a tracert to the IP that I suspect is your server, this is what it returned:

Now, have the devs recently blocked any IPs in my area possibly that my provider (Centurylink) is using? I can't think of any other solutions on my end to resolve this issue. One thing that makes me think it's on the P99 server's side is that I can connect to the server just fine using my hotspot from my cell phone, but when using my home network it won't connect. I have no problems connecting to other EQ servers, such as the Al'Kabor Project.
