You can solo HS North all the way to 60 (mobs will start to green out at 58-59 but not all of them and the exp is still decent even then). There's a safespot inside the wing and that zone is tailor made for enchanters to solo.
Alternatively pay the 2-3k it costs to get a CotH to PoM, bind there and charm solo rats in the maze. It's very safe and easy. It's a steady flow of exp. Okay not as good as if you try to min/max the exp in a dungeon somewhere but it's a never ending stream of non-factioned, non-kos warrior mobs. PoM is incidentally also where you will likely end up at 60 to solo for cards.
