If you don’t have sneak use shady swashbuckler. He will sell to anybody but is a greedy merchant so it’s gonna cost double, but luckily, they really aren’t that expensive. I think they are called aloe swatches if you’re having trouble finding them, same icon as bandages though. If you do have sneak, use Bubar or whatever that dude is named. He stands just east of shady in the tunnel.
