NPC Spawn Issue: A Froglok Crusader in LGuk should Lay Hands when low on hp

Been camping the live castle for the past few hours for kicks. "A Froglok Crusader" is supposed to Lay Hands when low on hp but he does not.

Nevermind, sorta. He's LoHing but it isn't for very much. Shouldn't it be more than ~20% hp?

No, I believe lay on hands by a monster always brings them to 40%, not 100%.
